The Hobbits, Glorfindel, and Aragorn fear the Black Riders. They are the only ones to harm Frodo in the Shadow Realm with the Ring on.

“Fly” Glorfindel called to the horse Fly! The enemy is upon us.” The reason why Tolkien used repetition is to explain to the readers how scared and fearful Glorfindel is. Implying that if he doesn’t get away, the nine Black Riders will kill Frodo.

“The Black Riders cast aside their hoods and cloaks. They were robbed in white and grey. Swords were naked in their pale hands and helms were on their heads.” This piece of text tells us that instead of them being slaves of Sauron, they are now the kings they once were, or were desperately trying to be while getting the Ring.

Even when Frodo said “Go back! Go back to the Land of Mordor!” They laughed at him and the nine Riders said, “the Ring, the Ring!” Tolkien again used repetition to show us how powerful the Black Riders are, and how they will stop at nothing.
